dsh-shelf v0.3.0 - the blue-ocean session shelf, now with a face

New:

  • dsh-shelf web: local zero-dependency web panel (list/search/export/archive/trash) at http://127.0.0.1:4174
  • Chinese search: CJK bigram tokenizer (zero-dependency, aligns with official #1999)
  • Safety unchanged: moves are reversible; export is read-only

Tests: 8/8 engine tests (new tokenizer + Chinese-search regression) + web server smoke (page + /api/sessions + /api/search).
