Installing Notepad Error: rpc fail

Installer gives a warning that it failed to stop TrustedInstaller.exe. Then an error message pops up saying Remote Procedure Call Failed and the process does not continue from there.

Desktop (open winver to see build):

• Windows Build: 26100.2033, Windows 11 Home 24H2

most likely the dism cmdlet to enable the legacy notepad is causing the error... can you run this in powershell to confirm

Add-WindowsCapability -Online -Name Microsoft.Windows.Notepad.System~~~~0.0.1.0 -LimitAccess

Ok, thank you. Here's what I got when I tried running the above in powershell

More info: I was attempting to run this on a brand new laptop, before I've installed anything else or made a lot of other changes. The only thing I had done previously to running the script was to uninstall CoPilot. So I'm not sure why Windows update or package management would be disabled in any way.
