Add packaging scripts and GitHub Actions workflow for automated builds and releases

Windows: unzip Nut-windows-x86_64.zip and run Nut.exe (or Nut (windowed).bat).

Linux: tar xzf Nut-linux-x86_64.tar.gz and run Nut-linux-x86_64/nut.sh (add --windowed for a window).
Needs an OpenGL 3.3 driver and glibc 2.35 or newer (Ubuntu 22.04+, Debian 12+, Fedora 36+).
