Initial public package: Spotlight 0.16.0

Star any note, folder, or file under a configured root folder and see
it surface on a shelf at the top of that root's branch in Obsidian's
file explorer. Built primarily for the ICOR for Life scaffold, works
in any vault. Renamed from the private working name Spotlight-IFL_MZ
ahead of this first public release.

Every root behaves the same way in every vault: any Markdown note
under an enabled root is starrable, with no type: frontmatter
requirement anywhere (the old My Life area type gate, a holdover from
the plugin's earlier carrier/bucket layout, is removed).

Includes the plugin (main.js, styles.css, manifest.json), its test
suite (339 tests, all passing), and the support files for an open-
source GitHub release: MIT license, user-facing README and CHANGELOG,
versions.json, a release workflow, and issue templates.
