Library service

Library service handles creating the library for the users. Users with an account would be able to create the desired library (public, private, and pending). Private means the user is creating a library for a private use/study purpose. If the user creates a library, he/she can submit a library to the admin to make it public. Hence, the status needed to be changed from pending to the public for those libraries to be public for user
