Minor bugfix after 09.04

Main bugs fixed

1. it wasn't possible to add inner content - #1264 and #1269
2. issues with number serialization and deserialization for non EN cultures #1267

Warning: We're cleaning up some JS code which creates toolbars and stuff - that isn't fully tested. It's probably fine, but you could run into issues.
