Open Codex V149

Fixes account-level model access when an old local device credential remains in the encrypted credential record.
Account-level model discovery and image/chat forwarding now use the direct account API-key route without sending a stale device credential.
Keeps the V148 WeChat image delivery, MCP settings, Chinese-model and external-channel improvements.
