Billing impact

• Truncated SVD now includes quadratic and cubic rank-dependent work. With
  vectors the charge is min(4mnk + 6(m+n)k² + 20k³, 6ab² + 20b³); values-only
  uses min(4mnk + 2(m+n)k² + 2k³, 2ab² + 2b³), where a=max(m,n) and
  b=min(m,n). Full-SVD prices, exact numerical outputs, dtype/weight rules
  and batch multiplication are unchanged. Near-full-rank calls can now pay
  full price; low-rank calls retain discounts. This addresses the reported
  large-matrix missing-component and zero-padding routes without claiming
  to prevent every cheaper small-matrix reconstruction.

• Align generated formula displays, relevant guides and cost examples with the
  SVD rank model and the 0.12.2 broadcast, dtype, histogram, FFT, covariance and
  symmetry changes. Clarify deferred histogram surcharges and reference
  variance pricing. No numerical or billing behavior changes.
