Configure API GateWay Development Endpoint

Configure API Gateway with domains and SSL for all endpoints for the Development environment.

STEPS TO CONFIGURE PROD ENDPOINT:

Ensure you have permissions for Oregion region, Cert Manager, API Gateway and Lambda. If need permissions create a new BUG Issue and inform DevOps. Lyndon, Amy and Dawitt have experience with this.
Steps Summarized from Jon's wiki to create a custom domain for API Gateway API. Go to his wiki if you need more details on the steps.
Create Hosted Zone in AWS Route 53 if not already created.
Use AWS Certificate Manager to request a certificate.
Add custom domain to API Gateway and use regional API deployment option.
Create a test Lambda in production region, Oregon, to show it is working as you can test below.

One thing to note, the endpoint only works with https and not http
