Airreload CLI 0.2.0 beta 1

Source release of the Airreload CLI beta.

• airreload run builds a Flutter Android debug APK, shows an installation QR code, and attaches for hot reload.
• Development hosts: macOS and Linux.
• Validation: static analysis passed and all 30 tests passed.

This release does not include a standalone binary or installer. It currently expects the Airreload workspace layout with the patched Flutter SDK.
