refactor SIM module

There some functions in the SIM modules which should actually be on a miscelaneous.py module because they can be useful to analyses not related to SIM. They are:

• get_CID10_table
• get_CID9_table
• get_municipios
• get_ocupations

I'm working on one of those large PR, including functions to redistribute chapters in CID10 table, I will include those modifications on it!

Unfortunately I wasn't able to finish this issue. I will work on that soon and than can we release a new version on pip?
