• Enable fallback streams by default with a default maximum of 5 fallback submissions per primary result.
• Keep fallback playback on the pass-through proxy path so standby streams can be switched in without force-remux.
• Try fallback candidates regardless of release size, while runtime validation still checks source byte length and fingerprints before switching.
• Use fallback recovery instead of retry, zero-fill, or skip recovery; if no validated fallback can resume, close the stream cleanly.
