AtlasSpigot 1.21, built on Purpur ver/1.21.

Two real per-version findings here: this branch predates Purpur's Pufferfish merge entirely (no DAB/goal-selector-throttle tuning available, unlike 1.21.1/1.21.3), and the pinned spark profiler's bundled native library segfaulted on boot in testing - bumped to a newer snapshot to fix it.
