Launchpad: Updated task_id plan_selected order to be the first one

Proposed changes:

• Since we're not reordering tasks anymore as part of this Calypso change, we want the Plan selected to be the first one

Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (WordPress.com Site Helper), and enable the update/plan-selected-order-step-from-build-task branch.
• To test on Simple, run the following command on your sandbox:
