`stylelint-config-recommended` and `stylelint-config-recommended-scss`
have gone esm-only while `@wordpress/stylelint-config` is still
commonjs. So when the latter tries to `require.resolve` the former,
boom.

We can hack around that by registering a load hook that rewrites the
module names in `@wordpress/stylelint-config` with full paths, which
`require.resolve` will pass through.
