Enable to run on ROS 2 Crystal

I want to build this package on ROS 2 environment but rosdep cannot resolve catkin dependency because it is for ROS 1 dependency.

rosdep install --from-paths src --ignore-src -r -y
ERROR: the following packages/stacks could not have their rosdep keys resolved
to system dependencies:
libcreate: Cannot locate rosdep definition for [catkin]
Continuing to install resolvable dependencies...
#All required rosdeps installed successfully

This PR resolved it.
Please merge #38 first.

I think #42 should resolve the issue regarding the dependency to catkin. Let me know if that works for you.
