Blue Region Over States

Hello, I am wondering how to disable these blue "things" that appear over the states. It makes it really hard to paint the states, and I have no idea what it's purpose is for.

In this figure, the state is green, the blue region on top of it is unwanted.

I have tried disabling states rendering and it removes the blue region, but also removes the rendering of the actual states, which still makes it quite hard for me to draw states.

If anyone knows how to resolve this issue or at least have any suggestions, please tell me.

Nevermind, I was reloading some maps and the blueness is back.

I also messed around with Halo settings and doesn't seem to change anything.
