Form Entry Management / Catalog per map / project

[fmg-discord-bot[bot]]

A central catalog for form entries ( I can show a screenshot if you want).. I don't like to have the standard state forms, cultures, etc. in every single map I design, so I built a UI to manage them. Delete all form entries and add my own ones, which is persistent in the project. This cleans up the UI considerably. So basically every dropdown can be configured from this UI.

Describe the bug

the custom government forms will not save as a template. I have to manually create them for each state
