What this PR does / why we need it:
We are locking the loopback adapter operations in this PR. In cases where simultaneous create/update/delete network container calls are processed, only 1 goroutine may execute the loopback adapter binary since the kernel cannot handle multiple loopback adapter operation calls at the same time.
