Add HomeAZ to NodeInfo CRD upon creation

In environments where CNS is not directly available (namely AKS) we need
some means to determine the HomeAZ. This uses NMAgent to fetch the
HomeAZ and shuttle that information through the NodeInfo CRD, so that it
can be retrieved indirectly.
