changelog: fix reader emu timings

This tool uses HID and a null modem loopback adapter to emulate a DJMAX Technka card reader.
The reader firmware can be found at https://github.com/Based-Games/BoomerangNet-Reader

Requires a Null-Modem Loopback adapter, which can me made with Com0Com
