Two times it would be useful to know a processor’s max clock speed and the amount of addressable RAM is

1. Playing an open world or complex video game
2. Downloading a large amount of information

A CPU stress test would be useful when ensuring that a new CPU was installed correctly and is functioning to its full potential.

I would use the strategy of evaluating what the internal specifications would cost and what they bring and compare that to other devices to see what fills my needs while being the most cost effective.
