First release under the upstream-based Loon version scheme.

Based on MeshCore v1.17.1; Loon revision L1.
Fixes Public-channel Discord forwarding and ambiguous webhook retries.
Simplifies roll replies to a dice emoji and result.
Normal screen shows node name, IP address, uptime, and busy percentage.
Clean merged installs default Public/test pings and announcements to off.
Application-image updates preserve existing settings.
