Loon v1.17.1-L3

Built from upstream MeshCore v1.17.1 with Loon increment L3.

Changes: adds Loon builds for both Heltec T114 variants and the Seeed SenseCAP Solar Node P1/P1 Pro; adds persistent roll and RPS on/off controls; clean installations now use upstream MeshCore radio defaults and the standard initial administrator password.

Heltec V3: use the non-merged .bin to update an existing installation while preserving stored settings. Use the merged .bin only for a clean/full installation at offset 0x0. Nordic boards include .zip and .uf2 packages.
