Loon v1.17.1-L7

Loon Firmware v1.17.1-L7 is based on MeshCore v1.17.1.

Changes

• Adds the authenticated persistent loon.help.test on|off setting.
• The setting controls only !help on #test; it does not affect any other command and never enables help on Public.
• Help defaults to off on clean/full installations.
• Application-image updates preserve all existing Loon settings and initialize the new help control to off.
• GitHub Actions now accepts the exact release version so every supported-board artifact embeds Loon v1.17.1-L7.

Images

• Heltec V3 .bin: application update that preserves stored settings.
• Heltec V3 merged.bin: clean/full installation at offset 0x0; erase first and expect clean-install defaults.
• Nordic-board .zip: normal application update package.
• Nordic-board .uf2: UF2 firmware image.
