This a large one going toward 1.0. No new ACFs but a lot of improvement and unification under the hood

• All ACF currently supported ACF formats as well as NTSCF/TSCF fully inlined and exported to the library
• Unified the API surface: So far the ACF APIs were "sort of" similar, now they should be much more consistent (no more len vs length, or slightly different init() contracts)
• documented API design guidelines and architectural choices that before only existed in the committers head. Check api-design.md
