On-device voice-to-text for Android.

This release binds the offline licence to the account it was issued to, closing a gap where a licence file could entitle another device. Fail-safe: a paid, offline device is never wrongly locked out.

Install the arm64 APK on modern phones; the armeabi-v7a APK is for older 32-bit devices. Verify against SHA256SUMS-0.9.30.txt.
