New AWS prod ClickPipes region ap-east-2 (Taipei). Adds the default-region bullet and the table row with all 6 static NAT egress IPs (3 alterNAT instance EIPs + 3 NAT gateway EIPs) that customers need to allowlist on their sources.

Adds the static NAT IPs for the new AWS ClickPipes region

Both entries say 31 Jul 2026. Please adjust if the customer-facing go-live date differs — this is the date the region finished bootstrapping. Happy to hold this PR until the region is formally announced.
Context
Part of the ap-east-2 region bootstrap (infra ClickHouse/data-plane-infrastructure#23473, config ClickHouse/data-plane-configuration#79108). The same IPs are already allowlisted internally for loghouse and the mgmt
clickpipesIPslist.
