chore(release): promote v0.17.0
Bumps the version to 0.18.0 in package.json, apps/desktop/package.json, and the three package-lock.json entries that carry it (root plus the root and apps/desktop workspace records). Converts CHANGELOG.md's Unreleased section into the 0.18.0 release section (2026-09-03), matching the no-empty-Unreleased-heading shape the v0.17.0 cut used, and adds bullets for the merged PRs since v0.17.0 that had none yet: the bundled-plugin runtime, the desktop-first README rebuild, the docs drift fixes, the career-ops vendor pin roll, routine dependency updates, and six fix/test PRs (browser QA race, runtime search-dir isolation, ACP completion smoke gating, writing-skill anti-fabrication rules, the QA-sweep gap batch, and the v0.17.0 compensation-parsing review fixes).

Cuts v0.18.0 on the dev branch.
Two commits, both needed as they are. dc499cb is a -s ours reconcile of main after the v0.17.0 promotion, so dev carries main's ancestry again before this cycle's promotion PR. It changes no files. fe41b5e bumps the version in the five places it lives (root and desktop package.json, three package-lock.json sites) and converts CHANGELOG.md Unreleased into 0.18.0 dated today, with bullets added for the merged PRs that had none (#285, #292, #287, #274, #276, #275, #273, #271, #289, #284, and the dependency bumps).
Merge this with a merge commit, not a squash, so the reconcile's second parent survives.
Checked before pushing: lint:placeholders clean, release:pretag 24 pass, full npm test 4910 pass 0 fail 17 skipped, private-string grep over tracked files empty.
