REF-MAC-A03 reference baseline (production validation incomplete)

Reference baseline REF-MAC-A03 (outcome PASS, verification VERIFIED) for source tree

Status: production validation incomplete. Every gate passes in the macOS reference environment.
Linux (PV1-S1-A03), multi-machine, soak, public ACME and the other Release Candidate gates are still to run.

dh-pv1-offline-kit-linux-amd64.tar.gz	runs PV1-S1-A03 on Linux x86_64 with no network: Go 1.26.4, every module dependency as a local proxy (with checksum-database data), the exact source bundle, and verification scripts. See its README.md.

decentralized-host-master.zip	the full repository plus every sealed evidence record, with README-MASTER.md and a SHA-256 manifest

Private signing keys (validator and chaos runner) are not published. Sealed evidence folders contain the keys of
their destroyed, throwaway test clusters, because those keys are part of each record's hashed file set.
