v0.1.4: fix win.sign deprecation, retry signed build

Move `win.sign` under `signtoolOptions` per electron-builder 25
schema. v0.1.3 Windows job hit a 403 from the signing service —
RBAC role on the new SP hadn't fully propagated yet. Re-tagging
clears that timing window too.
