mainand pull requests: build smoke tests on six targets - Push tag

Each job:
- Checks out
ycallr-cliandycallr-core - Builds
cargo build --release --locked - Runs
ycallr --versionsmoke test - On tags: packages tar.gz/zip and ReqPack (Unix only)
The Release job downloads all matrix artifacts, builds index.json, and uploads to GitHub Releases:

git tag v0.1.2
git push origin v0.1.2Pushing main alone runs CI but does not publish release binaries. You must push a version tag.
C FFI header ycallr.h is published from ycallr-core releases.
