Canonical Rust address APIs on crypto.* — encode_address, encode_integrated_address, and decode_address now surface integrated payment IDs and enforce exact address length (malleability fix). The zero-init address.* JS tier remains for view-only wallets.

Also: browser JS vs WASM benchmark table, expanded docs (transaction serializer, hybrid tier map), Biome/PR tooling, and a release guard so git tags must match package.json (fixes the mislabeled v0.2.9 tarball).
