The generated empty state already has status semantics, decorative icon handling, and flex alignment. #360 owns the remaining tested contrast, row separation, keyboard focus/hover, reduced-motion, dark-mode cascade, WCAG 2.2 doctoring, changelog, and fresh exact-head gates after #363. No result from this duplicate head is reused.
