Improve workflow automation to clean up tool labels

What Does This Do

This PR cleans up tool labels.

Motivation

The goal is to automate the repository clean up of label automatically recreated by the tools we have control of.

Additional Notes

Also removed unused team and merge queue categories

More details

The cleanup preserves AI attribution by passing the removed Bits AI marker into the commit scan, and validation re-fetches labels after cleanup mutations. The removed team: and mergequeue-status: categories also have no corresponding repository labels or remaining workflow references.
