What does this PR do? What is the motivation?
Fixes DOCS-15154
Adds an "Outdated integration version" section to the OCI integration troubleshooting guide. This corresponds to a new integration health issue (
outdated_iac_version) that surfaces on the Issues tab of the OCI integration tile when a customer's ORM stack or Terraform module is out of date.The troubleshooting guide already has a section for every other Issues-tab health issue. This adds the missing one for parity and discoverability. The new section links to the main OCI integration doc's "Update the integration" section rather than duplicating the reapply steps, so they live in one place.
