Published Dexelect web app (now live at https://dexelect.derekandersen.net)

Features

Added new web app UI option for local use (python main.py --ui=web) — same as the live web app

Changes

Added a wall-clock time budget cap on generate_final_party in core.py (5s cap)
Changed exported party text file template (added "web" or "desktop" to footer depending on source, added support link to footer, added version string to filename)
