}In the quest book the player clicks an option, then Claim. In the chat they use /quest claim <id> <number>, starting at 1.
By default a finished quest waits until the player claims its rewards. With "claimRewards": false in Settings, rewards are paid out at once. Quests with a choice always wait, because the player has to pick. A quest without rewards is simply done.
