revert one message per FES recipient

I'll revert this PR https://github.com/FlowCrypt/flowcrypt-browser/pull/4284/files but not completely. I'll leave the refactor in place, but change the code to continue sending one message as before, with infrastructure to send  > 1 still available. That will leave us flexibility to switch it back if customer requirements become clearer.
