🚧 dependency upgrades (JTS, geotools, etc.)

Description

• Updates dependencies to match the counterparts included via the OSHDB. See jts(1.18.2) and other dependencies plus reorganize version properties oshdb#432
• Also re-introduces a helper class which was removed from the OSHDB in Some sonar-lint bugs/security hotspots oshdb#419

New or changed dependencies

• upgrades geotools to 25.2 (replacing gt-geometry module with the "new" gt-main + gt-opengis)
• upgrades hts2gojson to 0.16.1

PS: this branch fails to build because it the OSHDB dependency is still left at the current stable version, while these changes are necessary for the current snapshot and upcoming versions only
