What changed
- Added an optional Codex project-lifecycle projection with six source-bound hook files.

- Kept the Project Kernel complete when the optional hooks are not installed or are removed.

Boundaries
This release targets a new project. It does not support overlay installation into an existing repository. RepoKernel compiler source is not included. Packaged, installed, discovered, active, and maintained remain separate states.
