Pre-Alpha 1

This is the first stable release of functionality we want in the MVP. This includes:

Automatic replacement of setup key with wallet key
Automatic request of faucet ether from hub API (recorded and billed later)
Automatic payment channel opening, pending 5 BOLT balance
Automatic bill queries and payment
Note that the payment channel will not be opened (and the bills will not be queried) until there is a minimum agent balance, which at the moment is simply 5 BOLT. We will make this more dynamic later on.
