make ecto use configurable

I have a phoenix app, but it doesn't make use of ecto, so I made some changes to be able to deploy it with this. I've never done any work with Ansible, so if I made some mistakes, please let me know!

@mitchellhenke I've merged this in the hot-reload-fix branch along with other changes. Once I do a test run of all the changes, I'll merge them into master.
