portable-ruby: test

Seeing if inplace update of portable Ruby is causing any issues. Will work on other issues too in longer-lived PR.

macOS step failures:

• brew style - test_bot/formulae: only run brew style if deps are bottled brew#23071
• brew tests --generic --coverage - test_bot/formulae: remove generic tests brew#23082
• brew test-bot --only-formulae --only-json-tab --test-default-formula - test_bot fixes for portable formulae brew#23068

arm64 macOS brew tests failures:

• Error: UnpackStrategy::Directory with move: false overwrites destination files/symlinks with source files/symlinks

Intel macOS brew tests failures

• Error: Cask::Audit#run! minimum OS checks is expected to pass - test/cask/audit_spec: fix min OS for Intel brew#23085
• Error: Homebrew::Cmd::Exec exec runs commands in formula environments and supports the x alias

Linux brew tests failures:

• Error: UnpackStrategy::Gzip #extract
