v1.23.4 - Compact chat controls and update notes
What's new in 1.23.4
- Collapse Platforms and Send to independently to make more room for chat.
- Found, unadded-channel notices remain visible while Platforms is collapsed. Active send destinations and reply destinations remain visible while Send to is collapsed.
- Both sections start expanded. Each expand/collapse choice is remembered across channel visits and browser restarts, synced with settings, and included in backups.
- A bundled Release notes page opens once after each version update, with highlights from 1.23.0 through 1.23.4. Reopen it from the popup or Settings. Reloading the same version does not repeat the announcement.

Validation: 3,370 local checks passed, with 100% changed-runtime coverage (not whole-repository coverage). Actual Chrome and Firefox-mode browser fixtures and both package checks passed. Native Firefox and live platform behavior were not newly tested locally. Chrome Web Store submission is separate.
