Windows: sound that still stuttered in 0.5.1

The game's clock was built on the millisecond count Windows gives programs, and Windows moves that count in steps of 15.6 ms. Everything the game times ran on it: the display interrupt that paces each frame, the game's own timers, and the 4 ms turn each of its threads gets before handing over to the next. On Windows alone, then, all of those came in 15.6 ms steps. A player's log from 0.5.1 showed it: a frame that took twice as long, four times a second. And a 4 ms turn lasted 15.6 ms, so the thread that refills the music waited about four times as long for its turn, and the music ran dry.

The game's clock now comes from Windows' high-resolution counter, as it does on the other platforms. The game also asks Windows 11 not to slow it down when its window is covered or minimised. 0.5.1's fix (every game thread at normal priority) is kept.

Tested under Wine: the game starts and runs its title screen as before. The stutter itself needs a real Windows PC to show, so if the sound still stutters for you, attach last-run.log (in %LOCALAPPDATA%\JSRF Unleashed) to a bug report.

Only the Windows download is new: the others are 0.5.0's, unchanged (0.5.0 made new textures appear about six times faster and keeps shaders between sessions, on every platform).

Everything else is in the changelog, and installation instructions are in the README.
