OpenCV.jl v4.7.0

Requires the new OpenCV_jll 4.13.0+0 JLL (Yggdrasil#13849), which ships modernised Julia bindings against CxxWrap 0.17 / libcxxwrap_julia_jll 0.14 and works on Julia 1.10–1.14.

Changes

• Narrow OpenCV_jll compat to 4.13; earlier OpenCV_jll releases (pinned to libcxxwrap_julia_jll 0.13 and missing OpenCV 4.11–4.13 generator fixes) are no longer compatible.
• Update CI matrix: test on Julia min and 1.12 across Linux / Windows / macOS; bump the docs and multithreads jobs to 1.12.
• Remove the README compat warning now that the new JLL is published.

Under the hood (in the new JLL)

The new OpenCV_jll carries fixes that unblock the existing OpenCV.jl source on modern Julia:

• Handles new nested-enum property CirclesGridFinderParameters::GridType (4.11+); previously caused using OpenCV to fail at module load.
• Adds keyword shims for the new AlgorithmHint parameter on cvtColor / cvtColorTwoPlane / GaussianBlur.
• Adds defaults for IMREAD_COLOR_BGR / IMREAD_COLOR_RGB / IMREAD_ANYCOLOR (used by imread / imreadmulti).
• Adds Rect2f / Rect2d type mappings for new Subdiv2D signatures.
• Strips cv:: prefix in default-value lookups so namespaced enum defaults (e.g. cv::RANSAC) resolve.

No source changes to OpenCV.jl itself — the binding fixes all live inside the JLL.
