v3.9.6 — splash cannot hang on boot (Linux)

WebKitGTK fetch of the meta feed could stay pending with no socket, which left the splash up for the life of the process. Boot now paints the cached board immediately, times out the download, and dismisses the splash after 8s regardless.

Linux only. Windows and macOS stay on v3.9.5 — version.json / the signed updater are unchanged. Install or upgrade with the two lines on https://filthy-net-deck.com/#download
