Removed wide-char (wchar_t) support, making the char-only API the permanent default
Ensured _XMLWINDOWS remains defined when wide-char mode is disabled
Library is now encoding-neutral (char-only)

All wide-char API functions and types have been removed. Code relying on XMLWSTR, ToXMLStringToolW, or other
wide-char interfaces will need to migrate to char-based equivalents.

You can copy that directly. Ready for the next repo when you are.
