helical arcs.

Previously any arc with a component perpendicular to the arc
plane had the wrong velocity because the (projected) arc length,
not the helix length, was used for velocity calculation.  Since the
projected arc length is always less than the helix length, helixes
were always cut too fast (sometimes way too fast if the arc radius
was small compared to the perpendicular travel.)
